City of Fremont's Asphalt Concrete Overlay Programs
Nichols Consulting Engineers, Chtd. performed engineering and design services for the City of Fremont’s Asphalt Concrete Overlay Programs. NCE performed non-destructive pavement deflection testing, detailed pavement condition surveys, and geotechnical work to evaluate existing pavement conditions, and to recommend suitable resurfacing and rehabilitation alternatives. The recommended resurfacing alternatives involved primarily using rubberized asphalt-concrete (RAC) to reduce the thickness of overlay sections, thereby minimizing grinding and milling depths, material quantities, construction traffic, construction time, and cost. Additionally, NCE determined that reconstruction of several streets was a more cost-effective option than resurfacing, and NCE designed new pavement sections for those streets. NCE prepared plans, specifications and construction cost estimates, and NCE followed up its design work by providing construction management services to the City. The project received an “Engineering Excellence Award” from the Rubber Pavements Association.
