Docks Area Development Promenade/Parkway and Infrastructure Assessment – Downtown Sacramento Riverfront
NCE previously provided a development and infrastructure assessment, levee stability and alternatives assessment, infrastructure design for the specific plan, and a Phase I/Phase II Environmental Site Assessment (toxics survey) for the Docks Area Project. In addition, the City has retained NCE to conduct a Human Health Risk Assessment and provide the design and construction drawings associated with a seepage berm that will be built adjacent to the levee to mitigate under-seepage from the Sacramento River.
The Docks Area is approximately 50 acres of mostly undeveloped land along the Riverfront. The Master Plan for the Docks Area includes a mix of uses, such as housing, open space and retail. The purpose of the infrastructure assessment project is to identify, analyze and document the existing infrastructure, the infrastructure needs and issues that may impact development of the area, and recommendations for upgrades that will be used in the development of a Specific Plan for the Area. All existing utility infrastructure was analyzed for available capacity compared to projected demand to be added, and recommendations were made for upgrades required to accommodate the proposed redevelopment density. The infrastructure assessment analyses included water, storm drain, sanitary sewer, natural gas, power, telecommunications, fire flow, and alley and frontage improvements.

"They quickly understood the goals for the project and have been a major contribution to the overall effort to redevelop the Area. The infrastructure assessment has been critical to facilitating both the planning and CEQA analysis - and has saved the city both time and money. In addition, their on-going technical assistance will facilitate development of the site through negotiations with DTSC as well as during property acquisition. We were lucky to get a team so dedicated to meeting our long term goals for the project."
