Rumrill Boulevard Complete Streets Project Wins National APWA Project of the Year

June 25, 2025

The City of San Pablo received the Northern California American Public Works Association (APWA) Project of the Year Award in the Small Cities/Rural Communities category. The project was moved to compete at the National level and was awarded best in the category by the National APWA committee. The Rumrill corridor lacked appropriate pedestrian, bicycle, and stormwater infrastructure which led to significant bike and pedestrian incidents on the street.  The City transformed the 1.7-mile-long corridor with traffic calming geometrics, continuous protected bike lanes, green infrastructure, transit stop amenities, increased planted spaces and trees, street lighting, and traffic signal improvements. Since the completion of the project, the corridor has experienced a 75% reduction in bike and pedestrian incidents. NCE is privileged to have been able to support the City’s vision for the project and we are excited for the City’s recognition by both the local chapter and national APWA for the amazing project that has made a difference in their community.
