NCE has immediate openings for Senior Level Civil Engineers in our Point Richmond or Sacramento office. We are seeking energetic and motivated senior level civil engineers with utility design and roadway resurfacing experience to be a part of an organization that is young and growing. The responsibilities will generally include managing and coordinating projects of varying size and complexity and more specifically the following:
• Manage projects to meet (if not exceed) client requirements and maintain ongoing positive relationships with clients
• Identify and pursue new business opportunities

Minimum Required Qualifications

• Experience with marketing, proposal writing, and job development

Preferred Qualifications

• AutoCAD Civil 3D skills (particularly grading module) and GIS integration
• Understanding of pavement maintenance and rehabilitation alternatives and strategies

NCE’s service is tailored to client response and ranges from engineering design applications for highways, streets, airports, and ports to research and implementation projects with the Federal Highway Administration and State highway agencies. We are currently seeking Project Pavement Engineer candidates for our San Francisco Bay Area and Sacramento offices. The selected candidate must be able to provide technical and field support for pavement engineering and pavement management projects under the direct supervision of a California Professional Engineer.

  • Illustrating:
    Render conceptual studies and illustrative plans with a range of media on multiple digital platforms. Prepare 3-D visualizations in a range of styles.
  • Designing:

  • Collaborating:

NCE is actively recruiting for a Senior CAD Designer to join our Lake Tahoe office.

We are looking for a self-motivated individual with a breadth of experience in civil engineering design. You will excel working independently or within multi-disciplinary design teams of professionals from the engineering, planning, sciences, and landscape design disciplines. You are a critical thinker with the ability to apply your engineering and design skills to solve a variety of challenges and deliver projects on the ground.

Your day to day will include, but is not limited to:

  • Designing and executing layouts of complex engineering plans and maps in 2D and 3D.
  • Serving as lead designer on major projects, involving numerous complex drawings with multiple overlays to depict project data in a constantly changing environment.
  • Using creative and engineering skills to design comprehensive solutions to engineering problems.
  • Supervising work of design team to complete projects on schedule and may supervise lower-level staff.
  • Conducting field reconnaissance and directing, coordinating, and checking work done by others.
  • Attending and actively participating in client meetings to understand design needs and provide input.
  • Working from rough sketches or verbal discussion to assist engineers in the development of complex drawings through knowledge of advanced drafting techniques and media such as photography, topographic mapping, and 3-D models.
  • Following guidelines established in the NCE CAD Standards Manual; may be a member of a CAD or IT committee to advance and improve design efficiencies and develop updates to the manual, thereby creating design standards for others to follow.
  • Installing new software releases and troubleshoots software and hardware problems.

Position Qualifications:

  • High school education and advanced training or education plus twelve (12) or more years directly related civil engineering design and drafting experience which demonstrates required proficiency.
  • A minimum of ten (10) years of experience in AutoCAD Civil 3D software (latest version preferred) having performed grading and 3D modelling (vertical profiles, cross sections).
  • Excellent communication skills.
  • Experience using Microsoft Office products including Outlook, Word, and Excel.
  • Flexibility to work outside normal business hours as required.

Preferred Qualifications:

  • A.A. degree in drafting; graphics or equivalent experience in a related field.
  • Experience working in an engineering consultancy.
  • Supervisory experience.
  • Knowledge of GIS and how to translate files between AutoCAD and ESRI ArcGIS.

Project Scientist – Regulatory Permitting

NCE is actively recruiting for a Project Scientist to support NCE’s Watershed Science and Planning Group in northern Nevada and the Sierra with our Regulatory Permitting service. We are looking for a dynamic person who enjoys a mix of office and field work and can apply analytical and critical thinking skills in both environments. You are a natural problem solver who thrives in a supportive but independent work environment and must possess the innate talent to efficiently identify, review, and apply large amounts of technical and regulatory material. You possess an interest to learn and apply new skills and knowledge to regulatory permitting for resource, infrastructure, housing, utility, and recreation projects. The natural ability to communicate (written and verbal) in a team environment is essential.

Qualifications

  • Ability to read, interpret, and communicate permit requirements and mitigation measures to fellow team members, clients, and agency staff along with applying field protocols to ensure project compliance.
  • You have direct experience working on Clean Water Act Sections 404 and 401 permitting, state aquatic resource or wetlands permitting, or local resource permitting. Example projects may include vegetation and habitat enhancement, housing, infrastructure, utilities, or recreational trail projects.
  • Background in basic ArcGIS mapping and analysis skills and have experience or the ability to quickly learn to use field GPS units and other geospatial tools in a variety of field environments.

Requirements

  • You possess a Bachelor of Science in biology, natural resource science, watershed science, environmental science/engineering/planning or related field,
  • Minimum of six (6) years of experience with regulatory permitting. performing field surveys such as aquatic resource delineations, site inspections, and or field mapping, and have an interest to grow your career.
  • The candidate should be familiar with federal, state, and local regulatory agencies, special status species, aquatic and biological resources, environmental regulations including Clean Water Act, CEQA, and NEPA, and implementing agencies who may have authority over affected resources and projects.

The salary range is $50,000 to $80,000, depending on experience.

GIS Technician

GIS Technician

NCE is actively recruiting for a Geographic Information Systems (GIS) Technician to support our growing geospatial service. We’re looking for a driven person who enjoys applying analytical and critical thinking skills to infrastructure, resource, recreation, housing, and water resource related projects. You are a natural problem solver who thrives in a supportive but fast-paced, independent work environment. The ability to actively learn, take direction from multiple project managers, ask questions when needed, and execute tasks within agreed upon timeframes is absolutely essential to excelling in the position.

Possessing an ability to efficiently identify, review, and organize large amounts of geospatial data in support of developing maps or documents pertaining to project deliverables, is a must. Familiarity with ESRI mobile applications such as Survey123 and Field Maps, as well as, ArcGIS Online and the development of web maps and apps is important, but not required.

Qualifications:

  • Minimum of Associate’s degree in Geography, GIS, Environmental Science with a focus on geospatial technology, or related field
  • At least three years’ experience using ArcGIS Pro Desktop software
  • ESRI Certification or GISP is a plus, but not required

Required Skills and Responsibilities:

  • Understanding of projection systems and best practices for conversion and consistency
  • Produce detailed, high-quality cartographic products (digital and hardcopy) in accordance with technical guidelines and project requirements
  • Creating simple to complex series of maps using ArcGIS Pro Map Series
  • Conduct and enforce quality control protocols for mapping products and geospatial data deliverables prepared by others at NCE
  • Compile, manipulate, and refine geospatial data from a variety of sources including but not limited to, CAD drawings, GPS field data, satellite imagery, aerial photographs, and existing geospatial data in a variety of formats
  • Ability to create, design, and manage file geodatabases
  • GPS field data conversion to GIS format
  • Assist the GIS Administrator to manage and update NCE’s Geospatial Standards document, data library, and online content stored on ArcGIS Online

Preferred Skills:

  • Additional knowledge of the ESRI platform including ArcGIS Online, developing web maps and apps, and mobile applications including Field Maps and Survey123
