NCE has an immediate opening for a Senior Pavements Engineer in our Reno, Nevada office to lead the Nevada Region’s Pavements and Materials Group. Candidates must also be familiar with pavement management systems (StreetSaver and MicroPAVER) and have experience performing research studies. Previous leadership and staff supervisory experience is highly desired.

NCE is seeking an entry level Pavement Management Office Technician. The field of pavement & asset management is a growing field and involves interacting with public works department staff through the performance of pavement and asset condition assessments. The primary responsibilities associated with this position is to compile, enter and prepare reports for various agencies primarily on the pavement condition of the agency’s public streets.

The position will involve some field work and will be based in our Southern California office. The work will include interacting with other NCE staff members in our other offices located in the Northern California and Nevada areas or in Arizona.

Skills for this position result in the job holder learning about pavement distresses on streets and roads, and most of the job skills for pavement condition inspections will be taught on the job. Due to the importance of the data collected in the field, NCE is seeking a candidate who operates with a high level of integrity, is energetic, efficient, and quick a learner. The office skills will require learning to work with two of the major software’s of our industry. A working knowledge of GIS is a plus. Communication skills are a necessity.

With on-the-job training the selected candidate will learn and understand pavement distress data which is essential to this position.

The primary responsibilities of this position will generally include the following:

  • Prepare inspection books for field technicians and/or prepare and download inspection data to tablets.
  • The ability to enter, with accuracy, data into handheld mobile devices, spreadsheets and databases which is crucial for the Quality Control (QC) of the work completed by the field technicians.
  • The ability to be versatile and learn software unique to our industry.
  • Working knowledge of Microsoft Office is essential.
  • Once trained, the candidate should display the ability to work independently.

Minimum Qualifications:

NCE is seeking an entry level Field Technician interested in working independently on public works road projects and to also collaborate with office staff. The primary responsibility associated with this position is to conduct pavement condition surveys on public roads. Senior Environmental Planner
Senior Environmental Planner

NCE is actively recruiting for a Senior Environmental Planner to join the Watershed Science & Planning Group in our
Lake Tahoe office. We are looking for a critical thinker with the natural ability to guide clients and projects through
complex regulations and planning processes.
You will excel working independently or within multi‐disciplinary
teams made up of professionals from the sciences, engineering, planning, landscape architecture, administrative,
and marketing professions. You will possess an innate talent for verbal and written communication and have an
ability to guide effective stakeholder and community engagement.

At a minimum we are looking for someone who is extremely organized, task oriented, and experienced with
regulatory permitting, NEPA and CEQA, general plans and codes, and how to efficiently move projects through the
compliance process. You will have experience in, and knowledge of the Lake Tahoe Basin, its unique regulatory
structure, and the Tahoe Regional Planning Agency (TRPA). As part of the NCE team, you will engage on a variety of
infrastructure, transportation, redevelopment, recreation, environmental, and restoration projects with public
(primarily local and state agencies) and private clients. The skill and ability to lead technical teams and guide key
interaction points and milestones for regulatory compliance and permitting is critical.

Experience with and understanding of transportation planning and plans, specifically Caltrans Local Assistance and
the TRPA Regional Transportation Plan are a plus. You will have the opportunity to engage with staff at all levels of
the firm and mentor junior staff. You have a minimum of 12 years’ experience, preferably with a consulting practice.

NCE is actively recruiting for a Staff Scientist to support NCE’s Cultural Resource service line within our Watershed Science & Planning Group. This position will be located in NCE’s Lake Tahoe office. You are a driven person who enjoys a mix of office and fieldwork and can apply analytical and critical thinking skills in both environments. You are a natural problem solver who thrives in a supportive but fast-paced, independent work environment. As an active learner, you can take direction, ask questions as needed, and execute tasks within agreed upon timeframes. You must possess a talent to efficiently identify, review, and process large amounts of technical and regulatory material in support of client deliverables. As a professional with a background in Cultural Resources Management, you will be familiar with federal, state, and local regulations as they pertain to cultural resources (i.e., NEPA, Section 106 of the NHPA, CEQA). Familiarity with cultural resource significance criteria of the National Register of Historic Places and/or California Register of Historical Resources criteria is desired, but not required.

Field experience for this position includes conducting Class III (i.e., intensive level) pedestrian surveys with the ability to identify prehistoric and historic period artifacts and features, take notes sufficient to develop site descriptions and resource evaluations, take high quality site overview and site component photographs, and the ability to map site boundaries and associated components (e.g., diagnostic artifacts, features, linear resources, concentrations, etc.) using Trimble or similar GPS units or ESRI data collection applications such as Field Maps or Survey123. Office work experience for this position includes preparing cultural resources inventory reports (or sections thereof), and site forms. You will be asked to provide samples of your technical writing during the hiring process. Finally, you will also possess basic GIS mapping and data management skills (i.e., the ability to manage GIS data and produce maps suitable for technical reports and site forms). In addition, some practical familiarity with ArcGIS Pro and ArcGIS Online is desired, but not required. Map examples will be requested during the hiring process.

Compensation and Benefits

NCE has an immediate opening for a Senior/Project Level Geologist or Civil Engineer in our Pt. Richmond and/or Sacramento, California office. We are a mid-sized but rapidly growing firm with offices in Pt. Richmond, Fountain Valley, Oakland, and Sacramento, and Lake Tahoe, and Reno, Nevada. The position offered provides a unique opportunity for an individual with the appropriate experience to help expand, and potentially lead, NCE’s business providing site assessment, due diligence assistance, clean-ups, regulatory interaction & compliance and property re-purposing, as well as support our civil engineering design projects that are primarily focused on assisting the public sector deliver Capital Improvement Projects (CIP). NCE’s projects include property re-purposing with Cities and Counties, as well as innovative engineering design applications for public projects such as roads, trails, and site development. We are seeking an energetic and motivated senior/project level individual with experience to be a part of an organization that is growing. The responsibilities will generally include managing and coordinating projects of varying size and complexity and more specifically the following:

  • Manage projects to meet (if not exceed) client requirements and maintain ongoing positive relationships with clients
  • Desire and ability to learn to identify and pursue new business opportunities
  • Assist in developing project scope, writing proposals, participating in project interviews, and manage the allocation of resources to complete assigned projects
  • Independently evaluate, select, and apply standard techniques, procedures, and criteria to perform technical tasks, field tasks, studies, and analysis with ongoing review, coaching, and interaction with project team management
  • Working with integrated and multi-disciplinary teams supporting the preparation of plans, specifications, engineers estimates (PS&E)
  • Review field reports prepared by staff specialists; provide guidance to office and field personne
  • Organize field work and assign tasks to staff specialists; assemble, review, and evaluate complex data; integrate data evaluations prepared by staff specialists into project
  • Contacts vendors; research literature and regulatory requirements

Minimum Qualifications:

  • B.S. Civil Engineering or Geology with 6-10 years of experience, or M.S. Civil Engineer with 5-9 years of experience
  • Ability to obtain or have California Professional Engineer (P.E.) or California Professional Geologist (PG) license
  • Experience with proposal writing and job development
  • Experience with the environmental regulatory agencies and ideally, federal/state funded projects and documentation
  • Proficiency in latest versions of Microsoft Office Suite
  • Excellent oral and written communication skills

Desirable Qualifications:

  • Experience with various state agencies and regulations including the California Regional Water Quality Control Boards and Department of Toxic Substance Control.
  • Experience with storm water regulations, low impact development and storm water runoff reduction design
  • Knowledge in site investigation techniques and strategies
  • Knowledge of Phase I and Phase II Site Assessment requirements including ASTM 1527-21 and All Appropriate Inquiries.
  • Demonstrated project experience with value engineering and cost effective design alternatives

Nichols Consulting Engineers, Chtd. (NCE) is a full-service civil engineering and pavement design, implementation, and research firm offering turnkey solutions for infrastructure projects. NCE’s service is tailored to client response and ranges from engineering design applications for highways, streets, airports, and ports to research and implementation projects with the Federal Highway Administration and State highway agencies. We are currently seeking Project Pavement Engineer candidates for our San Francisco Bay Area and Sacramento offices. The selected candidate must be able to provide technical and field support for pavement engineering and pavement management projects under the direct supervision of a California Professional Engineer.

Desirable Qualifications:

Key Job Responsibilities:

  • Perform fieldwork, including surveying pavement conditions, completing field quality control, and marking core and repair locations.
  • Run pavement design programs and utilize multiple design methods, such as Caltrans and AASHTO.
  • Interpret test results and work with colleagues on forensic evaluations
  • Prepare field and pavement design reports.
  • Utilize StreetSaver and Paver software for local agency pavement management.
  • Prepare pavement management update reports including budget analyses.
