The responsibilities of engineers at this level include supporting, coordinating, and managing projects of varying size and complexity. More specifically:
- Prepare and generate plans, specifications, and engineer’s estimates (PS&E).
- Review field reports prepared by staff specialists.
- Provide guidance to office and field personnel.
- Organize field work and assign tasks to staff specialists.
- Assemble, review, and evaluate complex data. Integrate data evaluations prepared by staff specialists into projects.
- Contact vendors.
- Contact with internal and external clients
- Research regulatory requirements, design guidelines, local, state and federal standards, and other relevant literature.
Senior level responsibilities also include:
- Manage projects to meet or exceed client requirements and maintain ongoing positive relationships with clients. Manage moderately complex budgets and the allocation of resources to complete assigned projects.
- Can be responsible for responsible for supervising technicians, staff or project level staff, including identifying career development paths and conducting performance reviews.
- Assist with managing and assessing design risks/liabilities.
- Identify and pursue new business opportunities.
- Assist in developing project scopes and writing proposals. Participate in project interviews.
- Independently evaluate, select, and apply standard techniques, procedures, and criteria to carry out technical tasks, field tasks, studies, and analysis with ongoing review, coaching, and interaction with project team management.
Minimum Qualifications
- B.S. Civil Engineering with 6–10 years of experience, or M.S. Civil Engineering with 5–9 years of experience.
- California Professional Engineer (P.E.) license or the ability to obtain a PE license within 1-2 years.
- Civil engineering and project management experience with roadway resurfacing and utility projects.
- Experience with marketing, proposal writing, and job development.
- Experience with regulatory agencies, federally/state funded projects, and associated documentation.
- Proficiency in latest versions of AutoCAD and Microsoft Office Suite.
- Excellent oral and written communication skills.
Preferred Qualifications
- 10+ years of professional experience
- AutoCAD Civil 3D (particularly grading module) and GIS integration skills.
- Good understanding of pavement maintenance and rehabilitation alternatives and strategies.
- Experience with complete streets, low impact development, green infrastructure, bicycle and pedestrian design, ADA compliance, and stormwater runoff reduction design.
- Knowledge of state and local grant funding pertaining to civil infrastructure projects.
- Demonstrable experience with value engineering and cost-effective design alternatives.
Salary ranges
Project Level: $80,000 to $115,000 annually
Senior Level (Senior to Associate): $115,000 to $140,000 annually

NCE is actively recruiting for a Senior CAD Designer to join our Lake Tahoe office.
We are looking for a self-motivated individual with a breadth of experience in civil engineering design. You will excel working independently or within multi-disciplinary design teams of professionals from the engineering, planning, sciences, and landscape design disciplines. You are a critical thinker with the ability to apply your engineering and design skills to solve a variety of challenges and deliver projects on the ground.
Your day to day will include, but is not limited to:
- Designing and executing layouts of complex engineering plans and maps in 2D and 3D.
- Serving as lead designer on major projects, involving numerous complex drawings with multiple overlays to depict project data in a constantly changing environment.
- Using creative and engineering skills to design comprehensive solutions to engineering problems.
- Supervising work of design team to complete projects on schedule and may supervise lower-level staff.
- Conducting field reconnaissance and directing, coordinating, and checking work done by others.
- Attending and actively participating in client meetings to understand design needs and provide input.

Position Qualifications:
- High school education and advanced training or education plus twelve (12) or more years directly related civil engineering design and drafting experience which demonstrates required proficiency.
- A minimum of ten (10) years of experience in AutoCAD Civil 3D software (latest version preferred) having performed grading and 3D modelling (vertical profiles, cross sections).
- Excellent communication skills.
- Experience using Microsoft Office products including Outlook, Word, and Excel.
- Flexibility to work outside normal business hours as required.
Preferred Qualifications:
- A.A. degree in drafting; graphics or equivalent experience in a related field.

Qualifications (Must Have):

Project Cultural Resources SpecialistNCE is actively recruiting for a Project Scientist or Planner to support NCE’s Cultural Resources Management (CRM) service line within our Watershed Science & Planning Group. Responsibilities:
- Provide support to NCE’s CRM service line within the Watershed Science & Planning Group.
- Perform a mix of office and fieldwork, applying analytical and critical thinking skills in both environments.
- Execute tasks within agreed upon level of effort and timeframes, following directions and asking
questions as needed. - Efficiently identify, review, and process large amounts of technical and regulatory material to support
deliverables. - Conduct Class III pedestrian surveys alone or within a team setting.
- Draft concise field notes pertaining to identified historic and prehistoric artifacts and features, site setting,
and site layout/structure. - Take high-quality photographs including site overviews and artifact/feature detail using a scale.
- Draft resource descriptions that include an understanding of site structure considerations and site
formation processes. - Draft cultural resource evaluations based on significance criteria of the National Register of Historic Places
and/or California Register of Historical Resources. - Draft determinations of effect based on the potential and/or perceived project-related impacts to
National Register and/or California Register eligible resources.
Qualifications:
- Bachelor of Science with minimum of four (4) years’ CRM experience or Master of Science with a
minimum of two (2) years’ CRM experience (BA or MA in anthropology, archaeology, American
architectural history or related field). - Working knowledge of federal and state regulations related to cultural resources (i.e., Section 106 of the
NHPA and CEQA). - Working knowledge of regulatory agency guidelines related to cultural resources (i.e., BLM, USFS, USACE,
Caltrans, NDOT). - Ability to use a variety of field data collection equipment (i.e., Trimble handhelds, ESRI mobile
applications) to map site boundaries, artifact concentrations, diagnostic artifacts, and features (including
linear features). - Working knowledge of cultural resources inventory reports and site forms, specifically Nevada
Intermountain Antiquities Computer System (IMACS) and California Department of Recreation (DPR) 523
forms. - Ability to provide examples of past work demonstrating an ability to meet the specified qualifications.
- Must be willing to travel 50% of the time to northern California (Sacramento and Bay Areas) to support
projects and fieldwork.

Project Pavement Engineer – Northern CaliforniaNCE is looking for Project Pavement Engineers ready to join our talented and diverse pavement group in our Bay Area offices. Our team works with many cities and counties throughout California designing improvements and managing their street and road networks. We also consult at major airports, ports, and state highway agencies, so our work covers a broad range of projects. On a day-to-day basis, the Project Pavement Engineer plays a vital role in technical and field support for pavement engineering and pavement management projects under the direct supervision of a California Professional Engineer. This can include evaluating pavement conditions, assisting field crews with materials sampling, collecting non-pavement assets, identifying and marking pavement repair and coring locations, producing pavement designs, and assisting with reports. The selected candidate will be willing to learn and assume technical responsibilities, travel, and demonstrate initiative and persistence. Successful Engineers will be able to perform the following key job responsibilities, including:
- Perform fieldwork, including surveying pavement conditions, completing field quality control, and marking core and repair locations.
- Run pavement design programs and utilize multiple design methods, such as Caltrans and AASHTO.
- Interpret test results and work with colleagues on forensic evaluations.
- Prepare field and pavement design reports.
- Utilize StreetSaver and Paver software for local agency pavement management.
- Prepare pavement management update reports including budget analyses.
Desired Qualifications:
- MS in Civil Engineering with 3 to 7 years’ experience, BS with 4 to 7 years, PhD considered.
- Interest in living/working in the San Francisco Bay/Sacramento areas.
- Knowledge of and interest in fundamentals of pavement engineering such as distress identification, design, rehabilitation, maintenance, materials, and management. Field and/or laboratory experience is beneficial.
- Solid capabilities with Microsoft Office. Experience with ArcGIS and ACCESS is helpful.
- Strong writing and communication skills. Ability to write internal and client correspondence and sections of formal reports.
- EIT and ability to obtain CA PE License.
Working conditions:
May require field work (e.g., construction equipment and sites, roadway, drilling coring rigs, occasional remote locations, airports, and ports).
Salary Range:
$90,000 to $100,000 annually DOE

Staff Engineer I – Southern CaliforniaNCE is looking for civil engineers ready to join the talented and diverse infrastructure group in our
Fountain Valley offices. Our team gets the satisfaction of improving many of the communities we live and
work with throughout the Southern California region from designing safer and more reliable roadways,
improving multi-modal access for bicycle, pedestrian, ADA access, incorporating green infrastructure and
improving water quality, to design with sustainable materials that promote recycling of materials and
diversion away from landfills. This includes a broad variety of infrastructure projects throughout Southern
California and region including complete streets, pathways, park and recreation areas, creeks and
ecological restoration, utilities, stormwater and drainage, water quality, green infrastructure, and many

What does the day-to-day look like? Staff Engineer I is vital to our organization and is responsible for
well-defined, field and office tasks (technical and non-technical), and analysis with supervision and
guidance. This can include a variety of tasks from design layout, developing design details, construction
cost estimating, researching materials and approaches, contacting sub-consultants and vendors,
coordinating with outside stakeholders, performing field work and data collection, and writing technical
reports.

Typical Responsibilities:
- Completes field data collection with tablets and GPS units to spatially locate attributes and record
geometric information. - Prepares base maps layout sheets.
- Completes design in latest versions of AutoCAD and Civil 3D.
- Writes field reports, internal correspondence, sections of formal reports.
- May be assigned field construction responsibilities.
- Follows company safety standards, site safety standards, and all permitting requirements.
- Contacts vendors; researches literature, standard design guides, and regulatory requirements under supervision; prepares draft designs.
- Conducts earthwork calculations; geometric design; performs routine design work, preliminary analysis, and layout
- Performs routine construction cost estimates.
- Writes sections of technical specifications.
Required Qualifications:
- Minimum of a Bachelor’s degree (or Master’s degree) in civil engineering or related technical field
- Valid driver’s license is required.
- If the job requires work on hazardous waste sites, in accordance with 29 CFR 1910.120 or state equivalent, a physical exam is required to obtain medical clearance.
- Flexibility to work outside normal business hours, as required.
- Experience with design and drafting software for engineers.
- Good written communication skills.
Preferred Qualifications:
- One (1) year professional consulting experience
- Passed Fundamental of Engineering (F.E.) Exam
Salary Range: $67,000 to $75,000 depending on experience
